Old asphalt gets milled or torn out, the subbase gets regraded and compacted, and only then does new hot-mix go down in two lifts, a binder course and a wear course, rolled while it's still hot enough to bond. Joints get saw-cut where we want the pavement to move, not left to crack wherever the frost decides. That's the difference between a driveway that looks good for one summer and one that's still flat in five years.
